I had much the same issue. After my 15 year old Shih Tzu died I was not going to get another dog. He was so well trained and I had been having some health problems so I did not want to face training a puppy. After several months I was so unhappy not having a dog I decided to adopt a small dog that needed a home. Well, that was easier said then done. Apparently in some areas small dogs are not abundant and people put their names on lists at the shelters so that the shelter will call them if a dog comes in that is like what they are looking for. Also many shelters call a rescue as soon a purebred dog comes in. So that makes it difficult to get a small dog from a shelter in certain parts of the country. You can put your name on the shelter's list and wait and see what happens. Keep calling and establish a relationship with the place.
I did look into some rescues but because I did not have a fenced yard I could not apply.
