Please keep in mind that reputable breeders do not just sell to anyone. There are back yard breeders a plenty, and even worse brokers and puppymills. Not everyone is cut out to own a dog, or more specifically a yorkie, so those that do not get approved by reputable breeders the BYBs and mills step in unfortunately.
Also have you ever looked in to adopting a rescue? The only way you are guaranteed a dog within 3-5 lbs is to adopt an adult. Even the most reputable breeders cannot guarantee adult size of a puppy.
