I have no idea of the norms in South Africa.
In North America, usually the stud owner, and the owner of the bitch, discuss and come to terms agreeable to both. Many different scenarios can ensue, an outright stud fee, first pick of litter, a puppy from the breeding, some combination of a stud fee and right of reserving a puppy from the litter.
The stud fee is not affected by the "size" of the stud, but more accurately by the quality of the stud. How many championships he has earned, all the right health tests passed and recorded "officially" through whatever the equivalent of offa is in South Africa. Plus what qualities does he bring to the table to enhance or compliment the bitch?
Both parties should be doing a through pedigree research. Both dogs should have the appropriate pre breeding tests done.
There is simply no easy answer to your question, but the above represents actions and thoughts that responsible breeders go through.
