I think that each person has an opinion about this. Mina and I play with her mouthing my hand. She never bites down. We also play with my hand under a blanket and her chasing it. There are trainers that will tell you not to do this,but it has not ever presented a problem for me or any dog that I have owned. Im sure that someone else will come by with more information.
