That's what I would have thought Jeanie, but ZoE's car seat came with a tether that was WAY too long. It's since been modified with a much heavier duty tether that is much shorter and also now buckles into the seatbelt itself.
I wish they actually tested and rated the safety of pet car seats the way they do infant/child seats.
