What type of pads did you buy? Some don't have a scent. If they are washable pads you have to wash it with something he's peed on. Or clean up his mess with the pad, and then wash the other pads with it. Use regular detergent, no bleach, or vinegar so that his scent stays on the pad. Don't ever wash his blankets or beds with the pads, it will confuse him.
