If it is truly meant for you to have this dog, you will find a legal way to do it.  If you do just keep their dog without paying them or making some type of arrangements, you never know down the road whether that man may show up at the police department and swear out a complaint against you for theft - even making up stories you let it out!  Or some co-worker who is agreeing with you now could turn you in should something arise with them down the road.  I had a friend that something like this happened to and she didn't even have the dog in question but she had been very involved in trying to get the dog away from the bad owners and had taken it on occasion.  She was suspected by the police of theft and things were very unpleasant for her for weeks!  The bad owners kept harassing her, knocking on her door, yelling "give us our dog" through the door, following her.  She had police visits & a call or two.  Be careful when dealing with people like he sounds to be!
