My little Shih Tzu that I had for 15 years was 13lbs. We thought of him as a "small dog." In the area where I live that is about as small as they come! Gracie is almost a freak in size to people here. The dogs think she is something to chase. Really, 13lbs is small but I guess in Yorkie world it is a whole different scale!
