At 8 months old he should be able to hold his bladder through the night.
In order to control what comes out of a dog, you have to control what goes IN the dog. Schedule feeding times and be consistent.
My girls eat 3 times a day, 7am, noon and 6pm. I offer water at times in between (more often if it's particularly hot outside), but everything is taken at 8pm. 10pm is the last potty break before bed. I make sure both dogs have done their business outside in their potty area. Potty breaks happen roughly 30 minutes after they've eaten. If I feed at noon, they go outside at 12:30 to relieve themselves. If one hasn't, she goes tot he ex pen and we try again in 10 minutes.
Overnight, ex pen, or in Issy's case, crate. There's no reason to allow an untrained dog free access to your home when your eyes aren't directly on them.
Most importantly, you need to clean the soiled area and use a deterrent (Boundary) to make the areas he's eliminated in unattractive.
