When you say buckles I am picturing the type that requires the end of the collar be threaded through the buckle and that has holes for the buckle post. If that is the type you mean then I have a suggestion other than the snap style. There are many collars with a parachute clip closure. These are the type that I have bought and that I now make for Chloe. So not sure if this helps but thought I'd mention it just in case
