My Yorkie experience is limited to my 2 boys, but I have read a lot here and talked to breeders/exhibitors. The hair on the head is not indicative of coat type, as far as I know. You can look at the parents and often the paws to guess. If the legs and paws are really full and bushy, this is often a sign of a cotton coat. Full and bushy are subjective terms though, and you would probably have to have experience seeing a cotton vs silky coat pup.
Cotton coats tend to tangle more readily than silky coats.
Max was clearly silky from the start, but Teddy had puppy coat into his second year. It wasn't until well into his second year that he turned truly silky.
Puppy coat is kind of fuzzy and tangles easily.
