I sent the officer an email encouraging the department to prosecute the responsible party to send a message that even if a conscience doesn't put a stop to treating a dog like this, perhaps fear of being prosecuted like this person will be. Encouraged the doglovers in that department to help see that justice is done for this poor little thing in an attempt to try to prevent this sort of thing in the future & doglovers are counting on them.
