  As I understand it, if your dog gets lost & winds up in a shelter or rescue organization, as a lost dog, they will scan for a chip as that is part of their stated purpose, to shelter lost dogs and attempt as far as possible to find their owners for a statutory period of time where tax dollars support them.  Privately owned shelter & rescues may not have to try to reunite, I am not sure.  If the dog is chipped, I am told that the shelter will contact the agency providing the chip & try to locate the person listed as owner.  I think most will scan in the field when they pick up a dog. 
I don't think states make vets do the same thing as tax-supported animal shelters, thereby essentially turning them into some type of law enforcement agency in reporting names of clients who bring in dog whose chip ID listed owner doesn't match that of the presenting client or trying to reunite their clients dogs with the names listed on the chip, if different.  Some might engage in some process voluntarily but what the legal ramifications are, I wouldn't know.
