I sure wish the vets would do that but think about how many times it wouldn't check out because the dog had been sold or changed hands legally and the paperwork, website not updated. And how hot some people would be if you even questioned their ownership while their dog is in the vet very ill. You'd have to bring it up then as some people don't return for follow-up. It would be very tricky how to handle things. They'd have to hire extra staff to administer the much work involved in tracking it all down and dealing with the persons bringing the dog in. And what do they do with the info if it doesn't check out - call the police or Animal Control? They would have to have staff to handle their end.
