Would this truly curb a pet over population problem? It would seem like it would have to. But then where do folks go to find a puppy? The small Backyard Breeder who flies under the radar? I have thought about this a lot too. I hate seeing any of our beloved little ones not cared for but this thought has crossed my mind too. I cannot imagine life without my yorkies anymore. It is so sad that there cannot be a happy medium, where all dogs are cared for and loved.
