I am so sorry this happened. That person sounds like a mean crazy. ( what I call people who are deliberately evil)
I suggest you leave the park and call the police from your car, (if he comes again) Tell them you feel threatened by him that he allowed his dog to jump all over you the last time he came. I doubt they would come if you you say you were afraid for your much smaller dog
