Reading this made me fume! I deal with people ignoring the leash law here in Berlin every day. I have had two traumatic dog attack experiences, one involving my own dog being attacked and needing surgery and the other as a witness to a brutal dog attack by a German Shepard on a smaller cattle dog which ended in the cattle dog being killed.

I can only say that this man is more than an idiot. I am glad you told him off! You should have! I would have been kicking and hitting his dog (and probably gotten bit myself, because that is so not the safest way to handle the situation) if I were you. I live in constant fear that this will happen to me and I know how scary it is in the moment. I am just glad your little one is ok. I would recommend calling animal control, as they would be the ones to deal with the problem. Unfortunately, they usually only deal with incidents that have already taken place (like this one) and they don't do so much preventative work (at least that is how the animal control was where I used to live in the US) Is there a local office responsible for the dog park? They might also have a system in place to deal with poorly behaving dogs. It is sad that owners give their dogs such bad reputations. I feel bad for his dog, he can't help being so poorly trained.

@ Kadence: In the UK they really put dogs down for attacking other dogs? Because here in Germany, the police won't even come unless a person is bit!
