You could also get her some little paw protectors, though they might not stay on tiny little puppy feet.

Dog's pads are more rugged than our own feet are (would you want to walk three miles on a sidewalk barefoot, ever?). I would look to see if she is "high stepping" or looks like she is trying to keep a paw off the pavement at all times. Also, is she happy to go out, or does she race back indoors? Is she licking her feet afterward, maybe trying to soothe them?
