Well at a 50 50 risk, baring dangerous surgical risks for your particular dog, I would elect to have the testicle removed.

I know it is not an easy decision, and I am a tad surprised when he was a lot younger, your vet didn't discuss this with you as there is a significant increase risk of cancer in an undescended testicle, and I assume a partially undescended testicle.
