Just try and make a routine and stick to it. Make sure there isn't alot going on when its bedtime. My oldest one was difficult to get settle. Then I figured out if anything else was going on around the house he would not go to sleep. He's kinda nosey I guess. lol. Now he's really good about it. Actually...it's almost like he knows when it's bedtime. Sometimes he even goes to the stairs and will come back and look at me and go to the stairs again because he is ready for bed. All I have to say to him is "are you ready" and he will go right up to my room. Remington was always so much easier. He is my "baby." He follows me everywhere and is always by my side. All i have to say to him is "Are you ready for bed." With that being said, he runs right up the stairs and waits patiently for me to pick him up and put him in bed. Once he is up there, he snuggles up in his blanket and won't move til the morning. You will get there eventually. He will learn a certain word, phrase and will be more comfortable with the routine as a whole.
