I usually keep a leash on him most of the time. I used to keep the bedroom door closed while I was in it with him but he tried digging at the door, which messed with the carpet.

I'm not trying to punish him, I just figured that peeing on a pad-peeing on the floor in the house, and I didn't think it was a good idea to train him to pee in the house.

His issue isn't that he can't hold it. He holds it when we're gone and he is crated, he'll hold it when we're outside and sitting there a half hour trying to get him to pee, then come in the house and pee.
Dogs will sometime hold it to extreme lengths if they are crated, they hate going where they sleep. This doesn't mean he isn't in pain. If he has to go at night, he has to go. How is it better that he goes on the linoleum instead of a pee pad? Putting a pee pad on the linoleum teaches him it's okay to go here. Your dog is a family member now and should have bathroom privileges when he needs to go. Large breed dog owners can have dog doors and the dog can let himself out when he needs to go, Yorkie owners don’t have that option because of all the predators. Holding urine too long may cause bladder infections, and using a belly band to hold urine can cause skin irritation, as well as get your dog use to living in his own urine, which will backfire eventually. Dogs use to their own urine will pee anywhere. I don't think you have to worry about him going all over the house, just because you have a pee pad available. Dogs who are pee pad trained go on the pee pads, unless it's too soiled, and then they might choose another spot.
