My Riley is trained both ways. Outside and pee pad. So night if he has to go he uses the pads during the day he goes outside. I used the bellyband when I was having troubles with him going everywhere in the house and I could not watch him. But he has been here long enough and with much watching we do not need those anymore. I do put them on when we go to visit anyone just in case. My cairn is also trained both ways. Lily prefers to go outside and will hold it till she gets let out. So I say do what works best for you. But they will do both if trained that way. Good luck.
