Default Pee Pad vs. Belly Bands

Jaeger is nearly 7 months old and mostly potty trained. He gets occasional "wild hair" moments where he will just randomly pee in the house, but most of the time his issues are one of two times:

When we're sleeping, he'll go on the floor instead of waking us up to let him out, but if we leave the door cracked he'll choose the linoleum in the bathroom or the pergo in the living room over the carpet in the bedroom.

When it's raining, he won't go outside for anything, choosing to hold it for hours and stealth pee/poop when he gets the chance. I've tried standing in the rain with him for a half hour. No dice.

Against my preference, I'm thinking we either need to put pads down when its raining or at night, or get him a belly band.

I'm concerned he either won't go on the pad, or will want to use the pads instead of going outside, so will starting going in the house more if we don't have pads down 24/7.

I'm concerned he will fight the bellyband and try and take it off, and won't know to just pee if we have it on him.

I eventually want him 100% trained to go outside the house.

What do you all think?
