Call your vet and just talk it over with them. Express to them the fact that you are on a budget, and just ask them for suggestions.
If you do decide not to take him in, please make sure you are keeping him fully hydrated at all times. Is he choking on something he is chewing on? Have you switched foods? I have never known a pup to throw up for a week solid without some medical reason.
I would bring him in if it were me...
