If it is not a UTI, he's so young he's probably just excited outside & not taking long enough to empty himself fully, wanting to hurry & explore, play, etc. I'd leave him outside longer to see if in 5 or 10 minutes after his first tinkle, he goes again out there as he does in the house or if he's so excited by the great outdoors, he just plays or explores. Whatever he does, you will have to watch him when he comes back inside (as you would anyway when housebreaking a puppy) & be prepared to swoop him up & go back outside ASAP when he starts to squat again. Watch for what behavior he shows right before he tinkles so you will know what to look for to indicate he's about to pee & whisk him right out. With time, he should be less taken with the outdoors & take enough time to fully empty his bladder.
