I think there's a method to tape the ears so that they stand. You'd have to do some research on that. Also it may depend upon the age of your puppy. Some yorkie ears never stand. It could be that they're just too big to stand upright.
It's really only a big concern if you're going to show her in the ring. Otherwise, floppy ears are adorable!
My previous yorkie had one ear up and the other down. The only problem with it was that I had to check/clean the ears regularly. That should be done anyway, however.
