Why don't you just put her in an airline carrier with her fav toy & walk her by a yard with a dog in it & return home, let her out & praise her only when she relaxes - when you see her let go & her ears go out a little, maybe see her put her muzzle down on the bed or couch, sigh - whatever she does when she lets go & relaxes. Repeat as necessary. This will at least start her on the process of desensitizing her to other dogs while she is protected in the cocoon carrier & begins to learn she will be safe in there, then brought back home & let out, praised when she relaxes. Eventually, take her up to the fence as the dogs bark, then walk away & back home. Later, 2 weeks or so down the road, carry her in your arms & watch her body language. If she acts scared, put her back in the carrier for trips outside around other dogs for a while longer.

With time, she should begin to learn that you are keeping her safe, the dog is just barking, can't get to her & you can more onto walking her up to the barking dog's yard, then quickly back home. It's a process to desensitize a scared dog but with time & patience, it can be done & they learn slowly not to fear. During this desensitization process, if other dogs start to approach, I would take her back in until she is not fearful outside on the leash when going by the yards of barking dogs.
