Do you have a friend or a family member that has a calm , friendly dog that you could arrange a playdate with?
Maybe if you back off on the outings a bit and let her get comfortable with one dog first she may come to realize they are not a threat...
If you could find a puppy playgroup that has only small breed puppies that may also help...
