That happened here a few years back. An entire liter of chi pups with no front legs. Luckily, the situation ended better. I worked for a newspaper at the time, our publisher (almost like CEO) adopted one of them and then put them in the paper (story) and they all got adopted.
I hope those people NEVER breed again though... that is extremely sad.
