What kind of harness is it? Step-in? Or one you have to pull over the head??
Toki doesn't like things pulled over her head and it's much easier to hold her and get her 2 paws through a couple of holes and snap/buckle her in. Step-ins are easier for me (I know other users have the opposite experience though).

Either way, just be persistent and give treats and lots of love and praise after managing to get the harness on! I want to say that after a couple of days of putting on/taking off a harness, Toki stopped trying to flail her little front arms and squirm away while I was putting her harness on. Now she knows a harness means that it's time for a walky walk! Eventually your boy will know that a harness means outside playtime and walks!
