I think I would euthanize the litter if they aren't going to place them in special homes as these dogs could each have an incredibly awful future with someone who can't specially care for & watch for the many life problems they will have. Some young couple could take one for their toddler or has big dogs or doesn't watch out for the many, many issues dogs missing front legs could have. Without front legs, they are going to be severely hampered in any attempt to try to defend themselves from another dog or cat who attacks or plays rough. Only the most caring & loving of forever homes should get a severely deformed dog - otherwise, its life can be awful.
