WOW, I'm so sorry to hear this! I am in tears reading your story. I do know how you feel about having that image in your head. My Gus was attacked in our own yeard if front of us as well. The cries are and will always be vivid in my head. I was very fortunate that Gus life was saved.
Now as far as animal control goes,,, They did come out right away. The owners were not home at the time but the dog was lose and when I went to go tell them what their dog had done, she was sitting in front of their front door growling at me. So I did not take a chance. I called the police because we have lots of kids on the block and although this dog was always out walking the streets and usually would play with the kids, I did not trust her one bit! Animal control came and she ran to the back yeard when the owners pulled up. They were asked to show shot records to make sure they were all caught up. And were fined and were warned to fix the gate and any repairs that she had made to be getting in and out of the yeard. It's sad to say,,, but it took 2 more attacks resulting in the death of both for animal control to finally come and take the dog. With the second attack they did nothing! There was no real proof that she did it. Even though all signs were there that she did. Nobody seen a thing. It took a third time for them to finally take the dog away. In both cases they were fined and in my case they did pick up the vet bill. The last one a puppy who was playing with the kids also in their own yeard, died right there and there.
I will keep you and thought and prayer. May your little Kramer rest peacfully. Sending you and Maddie huggs from both me and Gus!
