I don't feed chicken necks to my Doxie, who is 12lbs, but he is a very meticulous eater and I would have no worries. He is fed turkey necks instead. For your Yorkie, a whole chicken neck would be fine. I would trim the chicken back into thirds (about 100 grams / bit less than 4 ounces) and that also would be fine. That's a pretty big meal for a 4lb dog, but you will be able to tell if you need to reduce that down to a quarter of a back.
