I don't know anything about your regular vet but there are many out there with little to no experience with tiny dogs. He may not have been prepared or knowledgeable about how to use anesthesia on a tiny and caused her heart rate to drop by not using proper technique. Many doctors work by themselves or with a tech that knows little about this. They are accustomed to working on larger pets.
If you are really set on having the procedure done then please take her to a special facility and get some testing done. Find a vet that has experience in this area.
