Come is a very very hard command to teach successfully. I know I've been there a number of times.
Teaching successfully means that the dog comes to you no matter what distractions are around, what they are interested in in that moment, and the dog will come to you even if there is NO reward in sight.
The first rule of any obedience command is to "set your dog up for success". Let's take sit as an example. You have a very young puppy; you have a Yummy treat in your hand, you show let dog sniff treat, then you lift it up just above their nose, and their butt will go down, just before it does hit the floor, you say GOOD SIT. Immediately reward!!.
Come should be taught in the home first. There you can control the environment the best. Meaning you make sure there are no distractions. You have some time say 5 minutes.
Build from the successful sit that you have taught. After a few sits and treat rewards. Just walk away, but walk away with a hidden treat on you. Hopefully the puppy has not followed you. If so, wait until they lose interest in you. then Say their Name, and happy lilt in your voice call COME. She comes to you immediately reward with treat, and then pets, kisses, smiles and hugs. In other words make a Big Deal out of it!.
If she doesnt' come. DO NOT REPEAT the command. Ignore her failure. BAck into the kitchen you go. It usually takes puppys all of 24 hours to figure out where your kitchen is and that KITCHEN means FOOD. Try the come command in the kitchen where all good things from Momma comes from. Most dogs will come easily to you in the Kitchen.
Once she has a firm and constant come in the Kitchen; branch out to the next closest room. Once she has come reliably there, expand the distance.
Each and every time she comes to you to a new room, a larger distance, make a huge fuss over her.
This takes time and lots and lots and lots of repetition.
Training as someone earlier said is really never ever over. And that is okay, in fact it can be hugely fun.
Just so you know to get a reliable come in "all" circumstances, it might take as many as 1000 previous successful come commands. :-)
