You just can't let the little guy out of your sight. At his age he still does not have the ability to hold his urine in so if he gets too far from the pee pad he is going to have an accident. Some people put their puppies in an exercise pen with the pee pad when they cannot keep their eyes on them. It's not a good idea to leave them in one for long periods of time because they need to learn but if you cannot watch him he needs to be confined. It takes time and a lot of teaching but if you are consistent he will get it.
