Yes, it is just the straps to hold the carrier in place. If you have to strap the kennel facing forward you are going to have to try something else. You can rig bungi cords to hold it in place or look for a seatbelt extention to make your belt go all the way around the crate. That is what we did when Gracie was little. We put her in the middle of the center back seat and got a seat belt extention so the center seatbelt went all the way around. She wanted to be able to be in on the front seat conversation all the time.
Do you have to put your carrier face forward because of the size of it? It is safer to put it sideway but a regular car seatbelt extention should work alright. Just measure to see how long of one you are going to need. They come in different lengths.

Usually the back seatbelt in the middle adjusts somewhat but we needed to make it longer.
