they're probably like "Shrinky Dinks" which has been around since the 70's.
it's a sheet of plastic that will shrink too 1/3 it's original size and 9x it's original thickness when baked for a few minutes.
it comes as a sheet a plastic that you can color, paint, stamp, cut, shape and otherwise design the plastic however you'd like, then stick it in the oven to shrink. when i was a kid, i made christmas oraments with it once. i also have a set of winecharms i made using the same material. very cute and lots of fun to make!
