I have said all along that people are spinning their wheels here. This woman clearly is not going to surrender this puppy imho.

You are probably correct. Anyone who doesn't have to abide by any rules or laws and is too smalltime for IRS to go after or easily skirts state/county neglect/cruelty laws is free to do as they will. I don't think anyone like this whose ill dog nets them any money & all this attention will ever give that dog up and it will always be "too small" for any real corrective treatment and the videos with the sweet music will continue as will the donation websites! Perhaps people like this are best treated like streakers are on TV - if you can't stop them, at least don't give them any attention.
