Well, an Animal Control visit at least can investigate & see if there truly is neglect & cruelty under the State/County laws and maybe get the dog some help, educate her or if not, it is what it is, as they say. I found the Jackson, Michigan Animal Shelter website very easily on Google as can anyone, so I will call them to see if an out-of-stater who is acting off information solely from the internet can make a request for an investigation or welfare check on the dog.
