The only thing I can think of is constant supervision. Maybe put him on a harness and leash and tether him to you. Any time he tries to lick, tell him UH UH firmly and perhaps distract him with a bully stick or other favorite chew-type toy. The collar you have might not be big enough, might want to ask the vet if there is a longer one that will fit him. They all look so miserable, yet cute, in the cone of shame.
I hope your little dude heals up very soon so that you don't have to worry any more.
