In my experience, for what it's worth, I would give it more time. My Tatiana didn't wag her tail for about a year. She was no puppy when I got her. Yes But this pup does the happy dance so the tail should definitely be moving . Adult dogs subject to new places people and/or homes will often react as your Tatiana & it's as you said, it takes time for some dogs but not so much with puppies.
