I think a greater impact would be had, if there was some information beyond just hearing that the Police took the owners to the Station.
If there would be some statement of just what happened to the Owners, stating they were Fined, Incarcerated, put to death (
) would have a much greater impact on a possible offender. If they were to be made aware of just how much trouble they could get into, that may deter "some" infractions.
