I can remember our girls doing well for awhile and then sadly relapsing and it really did get frustrating.
When you can't watch her closely I would gate off other areas with your house. You can use an x-pen too. This is so the area is smaller and less confusing if the pee pads are close at hand.
Gradually I moved the pee pads to the back door where they are now and the girls go outside and or on the pee pads. I think that they associate the pee pads with outside since the pads are so close to outside door.
