Sometimes dogs do prefer to go inside. They like a nice, comfy rug with a little privacy, please.

Potty training Thor was honestly one of the hardest things I ever did. It really took CONSTANT vigilance. I remember once I was sitting at my coffee table with Thor next to me, and I was on yorkietalk posting about how hard the potty training was... and after I hit Post, Thor got up, and I realized he had pottied on the rug WHILE I WAS WATCHING HIM. That's when I realized I couldn't just keep an eye on him. I had to use two! Fortunately, that "watch like a hawk" state only lasted a couple weeks, and then he sort of caught on, though it still took a couple months to get him solid. Also, he was two years old at that point. It's not uncommon for yorkies not to get totally trained until they turn one.

Go to the training forum, and you will literally find dozens on threads on this topic.

I am also on the third floor and use potty pads.
