My son is 20 months old and they diagnosed him with eczema at 6 wks! He was broke out bad!  We were using elidel until they said that has caused cancer in younger children! We now use Aveeno lotion, soap, and diaper rash cream! And we use cortaid when he has a break out! Hope she gets it under control soon!
