I'm sorry you went through so much with Oliver, and I'd hate to see you have a repeat of that
This is my opinion, so take it for what it's worth as a long-time Yorkie owner and lover. GOOD breeders DO NOT sell over the internet. They just don't. They care about where their pups end up, and that means actually meeting the people, checking their references, etc. You would want to see where the puppies are raised, as well.

It might take a little longer to get a puppy from a reputable breeder, but that's because they breed thoughtfully, unlike the greeders that breed as much as they can. A good breeder will work with you if there happens to be any health issue that comes up, though it happens less often when the pups are from a good breeder.
Buy your breeder first, then the pup. Good luck in your search
