How about a stroller walk around the neighborhood to get him use to the lay of the land. As he gains confidence with "the outside world" maybe he will be more willing to walk. I have the same problem with Winston...he loves people, loves dogs, but is timid and shy in the outside world. I have been just trying to resocialize him to new places and people and slowly he is coming out of his shell. He's a year old so his mental state was already shaped but they do go through a second socialization period at about 18 months old so i'm hopeful.
