I'm not sure what you're hoping for in this post. Are you looking for advice about him being clingy...or? Could you specify? It's hard to know how to respond to this, not knowing what you're looking for or the intent of the post.
Yorkies should not be left outside (in my opinion, no dogs should be left outside for extended periods, ie living outside in a yard). Yorkies are prey for eagles, hawks, owls, coyotes etcetera.
I'm getting the impression from your posts that perhaps "he" (does he have a name
?) isn't meeting the expectations you had before getting a pup? Do you think he is truly a good match for you?
If he isn't, maybe some people here would try to help guide you through alternative options.
