Would you consider piddle pads? I wasn't a fan, but our needs changed and we were no longer able to get outside for the same reasons you have. I want too happy about the switch, but it was a life saver. Kaji now has a potty outlet and he literally takes himself to potty now. The only time we have accidents is when the powder room is closed it if my mom picks up his pad and forgets to put a new one down for him. This might be something you can look into.
